Streets & Utilities Maintenance Worker
About the Position
The Utility Maintenance Worker assists in basic maintenance and repair of streets and roadways, sidewalks, right-ofway (ROW), City buildings and structures, municipal water distribution system, sewer and stormwater collection system, cemetery grounds, headstones, restrooms, and pool. This position also performs garbage, recycling, and yard waste collection and performs snow and ice removal, as required. The Utility Maintenance Worker reports directly to the Public Works Field Supervisor. This position is located at the Public Works Campus.
Essential Job Functions
Among the varied range of responsibilities held within this role, the Utility Maintenance Worker will:
Inspect and/or repair streets, water systems, and sewer systems.
Clean streets with a street sweeper.
Install, inspect, repair, and read meters.
Maintain a variety of records relating to inspections, maintenance activity, water supply, consumption, etc.
Determine and mark the locations of streetlight wiring, water, wastewater, and storm drain lines from the appropriate sources before excavation.
Respond to complaints regarding functional areas such as street conditions, street signs, wastewater system problems, traffic signals and street lighting, water and sewer leaks, pressure loss, or no water; evaluate the situation; explain findings to the supervisor.
Operate heavy equipment, including a loader and backhoe.
Assist in the removal of snow and ice using a wide variety of manual to semi-skilled snow removal equipment, including heavy equipment from municipal streets, parks, trails, and other public works facilities. Apply deicing materials when and where necessary.
Ensure the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use. Cleans, and details interior and exterior of equipment as necessary. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to the supervisor; cleans equipment.
Drive trucks of various sizes and weights in the loading, hauling, and unloading of equipment, gravel, sand, concrete, asphalt, and base rock.
Perform all duties in conformance with appropriate safety and security standards. Work requires the ability to foresee and prevent safety problems and follow safety policies.
Perform required labor involved in the construction and maintenance of projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching, and backfilling.
Perform competent, qualified operation of assigned machinery, equipment, tools, and heavy equipment within each unit’s capacity necessary to accomplish required tasks.
Perform traffic control and flagging duties in compliance with applicable regulations.
Perform cemetery interment and disinterment, and assist with funerals.
Perform maintenance for the City pool, including application of chemicals, as needed.
Fabrication of required additional parts for projects.
Other job functions:

Qualifications Requirements
High School Diploma or GED equivalent.
Minimum of one (1) year of relevant experience and/or any combination of education and experience that would provide the applicant with the desired skills, knowledge, and ability required to perform the duties associated with the position.
Possession of a valid Washington State driver’s license on the employment start date, with a driving record acceptable to the City.
Possession of a valid Class B Commercial Driver’s License (CDL), with air brake restriction lifted, and a driving record acceptable to the City employment start date.
Must be able to obtain and maintain a MUTCD-compliant flagging card certification within six (6) months of employment start date.
Must be able to obtain and maintain a tank vehicle endorsement within six (6) months of employment start date.
Must be able to obtain and maintain a Confined Spaces Card within one (1) year of employment start date.

Traffic laws, ordinances, and rules involved in truck and heavy equipment operations.
Purposes and uses of a variety of vehicles, equipment, power tools, and hand tools, including motorized, pneumatic, and hydraulic equipment.
Standard relating to installation, location, and required maintenance of traffic signs and pavement markings.
Properties of backfill materials, construction materials, concrete, asphalt, hot patch, cold patch, oils, paints, and a variety of other materials used in maintenance work.
Equipment, methods, and materials used in the installation, repair, maintenance, and cleaning of wastewater and water mains, lines, and related facilities.
Pipefitting and cement work.
Preparation and operation of spray-painting equipment.
Fabrication processes and welding processes.
Cemetery maintenance and other processes related to cemeteries.
Snow and ice removal operations.
Landscaping and grounds maintenance.
Requires the ability to:

Complete City-required forms, records of maintenance, and other documents. (Monthly Time Sheets, Maintenance Check Lists, Hazard Reports, Incident Reports, etc.).
Work weekends, holidays, festivals, and the hours of work required to meet the needs of each, which may require working split shifts.
Be called out for emergencies and for filling in when another crew member is absent.
Communicate with good verbal and oral communication skills and customer service skills for public interaction.
Actively work alone when unsupervised and with others while maintaining a strong work ethic.
