The successful incumbent for this position will be hired within an annualized salary range of $61,804 - $77,255,
depending on qualifications for the position. The maximum in this pay scale is $92,706.
POSITION SUMMARY:
The Administrative Assistant position provides high-level administrative support necessary for efficient
operation of the Natural Resources, Hatchery, and Dam Safety programs.
ESSENTIAL FUNCTIONS:
• Contract Management: Provide contract support for the Dam Safety, Natural Resources, and Hatchery
departments, including tracking contract status and rates of spending. Develop working relationships with
contractor’s administrative professionals. Assist with drafting, amending, and executing new contracts and
reviewing and finalizing bid documents and RFQ/RFP, Interlocal Cooperative Agreements, and Facility
Use Agreements. Oversee all contract invoices from receipt to final payment, including keeping a running
total of all costs expended to date for all contracts and consultants. Prepare draft resolutions, professional
service agreements, change orders, and amendments for Commission approval.
• Technical Review and Compliance: Perform technical editing and review for a wide variety of documents
in the Dam Safety, Natural Resources, and Hatchery programs. Quality control review of all documentation
and final technical editing of time-sensitive documents, letters, memos, and transmittalsfor annual

reporting. Responsible for ensuring final documents for the FERC are properly formatted, archived, and
accurately filed using the FERC’s eFile process and notification system.
• Records Organization & Information Management: Designated archivist and publisher for the Natural
Resources department. Compile and publish consultation records for numerous work groups and
committees. Update documentation for the Natural Resources and Hatchery program SharePoint site, MS
Teams Channels, the District’s Extranet site, and, where applicable, the public website.
• Budget Support: Coordinate and assist with the development and real-time tracking of the Natural
Resources, Hatchery, and Dam Safety program annual budgets. Work jointly with Hatchery and Dam
Safety staff to maintain accurate GL accounting and to ensure that budget limits are not exceeded. Work
closely with the Accounting and Purchasing departmentsto ensure invoices and purchase request items are
applied correctly, invoicing for cost-share programs, grants, and other programs receive prompt attention,
and the annual budget reconciliation process aligns with these contracts/agreements.
• Administrative Support: Office liaison, clerical activities, and administrative assistant for Natural
Resources, Hatchery, and Dam Safety programs.
• Supportsthe District’s mission and value statements in the performance of duties.
• Worksrespectfully and cooperatively with diverse groups of people and maintain professional interactions
at all times in the workplace.
• Ensure compliance with all District policies.
• Adhere to the District’s Safety Policy and Procedures.
• Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while
conducting business on behalf of the District.

REQUIRED KNOWLEDGE/SKILLS/ABILITIES:
• Demonstrated ability to communicate using oral and written communications with customers, consultants,

• Well-reasoned decision making with a high attention to detail regarding organization, planning,

• Proficiency in Microsoft applications, including Word, Excel, Teams and SharePoint. The ability to learn and
use other software programs, such as NISC ABS and Bluebeam.
• Good working knowledge of Adobe Acrobat Pro.
• Display a high degree of initiative and problem solving with limited direction.
EDUCATION AND EXPERIENCE:
• Must have a high school diploma or equivalency.
• At least four (4) years of progressively responsible experience working in an office environment or a
combination of education and experience that would provide the necessary knowledge,skills, and abilities.

CERTIFICATIONS:
A valid driver's license and proof of good driving record is required for this position (will be verified upon job
offer). Out-of-state candidates must acquire a Washington State driver's license within 30 days of employment.
PHYSICAL REQUIREMENTS:
This position is primarily performed in an office environment. Continuously requires vision, hearing, twisting,
and talking. Frequently requires standing, fine dexterity, sitting, and handling. Occasionally requires walking,
lifting, carrying, reaching, kneeling, pushing/pulling, bending, and crouching. Rarely requires climbing.
